"It is to Be Commended"

In this scene from The Phantom Menace, Queen Amidala, the Jedi, and those accompanying the Queen have narrowly escaped the blockade set up by the Trade Federation.   Captain Panaka has brought loyal droid R2-D2 before the queen due to its work in repairing the ship's shields during the daring escape.   Sabé, posing as queen, proclaims: "It is to be commended," and orders the real-queen-disguised-as Padmé to clean up R2.
